• Digital Public Infrastructure (DPI) is defined as a set of shared digital systems that facilitate the delivery of public and private services to citizens at societal scale. 
• These systems are governed by open standards and legal frameworks that ensure inclusivity, innovation, and trust.

Key Characteristics of DPI

• Secure and Interoperable: DPI ensures robust security, safeguarding citizens' data, and ensuring the systems can interact seamlessly with one another.
• Open Standards: DPI systems are built on open standards, encouraging transparency and facilitating innovation across sectors.
• Governed by Legal Frameworks: Legal and regulatory frameworks govern DPI to protect privacy, ensure accountability, and promote fairness.

What is Not DPI?

• DPI is distinct from other digital interventions that complement the system:
• Connectivity Infrastructure: Physical infrastructure like broadband, mobile towers, or internet connectivity that improves access but does not itself constitute DPI.
  • Digitized Portals: Simply converting existing processes into digital formats (e.g., digitizing government services through a portal) without enabling private innovation or ecosystem-wide participation.

India’s Digital Public Infrastructure

• India has emerged as a leader in developing and deploying DPI, with its India Stack being the backbone of the nation’s digital transformation. 
• India Stack is an integrated suite of technologies and frameworks that enables digital identity, payments, and data governance.

Components of India Stack

• Identity Layer – Aadhaar:
  • Aadhaar, India’s digital identity program, provides every citizen with a unique 12-digit number linked to their biometric and demographic data. 
  • Aadhaar serves as the foundational layer of India Stack, allowing citizens to access various services, from opening bank accounts to receiving government subsidies.
• Payment Layer – UPI:
  • The Unified Payments Interface (UPI) is a real-time payment system that enables instant, low-cost, and secure financial transactions across banks. 
  • UPI has revolutionized digital payments in India and is now being adopted in several other countries.
• Data Governance Layer – DigiLocker:
  • DigiLocker is a cloud-based service that allows citizens to store and share documents and certificates digitally, ensuring transparency and easy access to important records.

Global Initiatives for Advancing DPI

• Several initiatives, particularly under the G20 and other global forums, have been proposed to advance DPI implementation in low- and middle-income countries.

One Future Alliance

• Proposed by the G20 India Presidency, One Future Alliance is a voluntary initiative aimed at building capacity and providing technical assistance to countries in the Global South. 
• The alliance focuses on helping countries implement DPI solutions tailored to their needs.

Global DPI Repository (GDPIR)

• Announced during the G20 Virtual Leaders’ Summit in 2023, the Global DPI Repository (GDPIR) is an initiative to establish a focused institution working on the adoption and governance of DPI globally. 
• It will act as a knowledge-sharing platform, offering resources, tools, and best practices for countries looking to build DPI systems.

Social Impact Fund (SIF)

• The Social Impact Fund was also announced to accelerate DPI implementation across the Global South. 
• The fund will provide financial support to low- and middle-income countries, facilitating their digital transformation and improving access to public services.

India-EU Trade and Technology Council (TTC)

• In collaboration with the European Union, India has agreed to accelerate the development of DPI in other countries through the Trade and Technology Council (TTC). 
• This partnership aims to extend the benefits of DPI, particularly in developing countries in Africa and Southeast Asia.

Benefits of DPI

Challenges in Implementing DPI

Data Privacy and Security

• As DPI systems handle vast amounts of personal data, ensuring data privacy and cyber security is paramount. 
• This requires robust legal and technical frameworks to protect citizens' data from misuse and breaches.

Interoperability Issues

• Ensuring that various digital systems are interoperable, both within countries and across borders, is a complex task. 
• This requires standardization of digital protocols and services.

Institutional Capacity

• Many countries, especially in the Global South, lack the technical expertise and infrastructure to implement DPI.
• Capacity building and technical support are critical to overcoming this challenge.

Sovereignty and Legal Concerns

• Countries may be reluctant to adopt global DPI standards if they feel that their sovereignty or regulatory frameworks are compromised. 
• Balancing global cooperation with national interests is a delicate issue.

The Way Forward
