More than 50 lakh property cards distributed under Pradhan Mantri Swamitva Yojana

Why in news?

  • Prime Minister Narendra Modi will distribute property cards under Swamitva Yojana.
  • Prime Minister will distribute property cards to more than 50 lakh property owners in more than 46,000 villages of 200 districts of 10 states and 2 union territories.

Objective

Objectives:

  • Distribution of property cards to give ‘Record of Rights’ to people in rural areas.
  • Creation of accurate land records for rural planning and reducing property disputes.
  • Bring financial stability to citizens in rural India by enabling them to use their property as financial assets for taking loans and other financial benefits.
  • Creation of survey infrastructure and GIS maps, which can be used by any department.

Key Features:

  • It is being implemented with the collaborative efforts of Ministry of Panchayati Raj, State Revenue Department, State Panchayati Raj Department, National Informatics Centre and Survey of India.
  • ​​Under the scheme, mapping of land is done using drone technology in rural inhabited (abadi) areas
  • ‘Record of Rights’ is provided to the owners of families in the village with issuance of legal ownership cards.
  • Mapping of every property with the help of drone-technology in all the villages of the country.
  • Under this scheme, drone survey has been completed in more than 3.1 lakh villages.
    • It includes 92 percent of the targeted villages.
  • So far, about 2.2 crore property cards have been prepared for about 1.5 lakh villages.
  • This scheme has been fully implemented in Tripura, Goa, Uttarakhand and Haryana.
  • Drone survey has been completed in Madhya Pradesh, Uttar Pradesh and Chhattisgarh and many Union Territories.

Importance:

  • Possible for rural citizens to use their land property as financial asset.
  • Helpful in reducing legal disputes related to land.
  • Ownership rights can be ensured by measuring every residential property.
  • This will help people own their homes in residential areas and use them as assets for loans or other financial needs.
  • Village property records will also be maintained at the panchayat level, allowing collection of taxes from the respective owners.
    • The money generated from these local taxes will be used to build rural infrastructure and amenities.
  • Accurate property records can be used for new building and structure planning, issuing permits and thwarting property grabbing attempts.
