Swachh Survekshan 9th Edition Toolkit

Why in News?

  •  Union Minister Shri Manohar Lal Khattar launched the toolkit for the 9th edition of Swachh Survekshan (SS), the world's largest survey on urban sanitation, in a new avatar.
    • On the occasion, he announced the launch of the ‘Super Swachh League’.
  •  The final phase of Swachh Survekshan field assessment for the 9th edition will begin on 15th February 2025 and will be completed by the end of March 2025.

New Toolkit of Swachh Survekshan:

  • The new toolkit has been designed to be easy to use for citizens and urban local bodies.
  • Data-driven assessment and transparency have been given priority.
  • Appropriate parameters have been set for all types of cities and local bodies.
  • For the first time this year, cities have been classified into 5 categories based on population; These include-

  • This year, behaviour change in daily life has also been included in the assessment by incorporating initiatives like Swachhata Targeted Units and 'Swabhav Swachhata Sanskar Swachhata'.
  • To promote cleanliness values ​​in educational institutions and make the younger generation aware of cleanliness, assessment of schools has also been introduced.
  • The new Swachh Survey toolkit, organised in a new framework, divides all the indicators into 10 buckets-
    1. Visible cleanliness
    2. Segregation, collection and transportation of waste
    3. Solid waste management
    4. Access to sanitation
    5. Management of used water
    6. Mechanisation of desludging services
    7. Promoting cleanliness
    8. Strengthening ecosystem and institutional parameters
    9. Holistic welfare of sanitation workers
    10. Citizen feedback and grievance redressal

Super Swachh League:

  • It is a competition among the cleanest cities.
  • Cities that have been in the top 3 positions for at least 2 out of the last 3 years (2021-2023) have been included in this league.
  • A total of 12 cities have been ranked in this league.
  • Top 3 ranked cities from each population category will get a place in this league.
  • Cities joining the league will be evaluated on the basis of additional aspirational indicators.
  • Cities will have to maintain a score of 85% or more to retain their place in the league.

Swachh Survekshan:

  • Swachh Survekshan is an annual program launched under the Swachh Bharat Mission-Urban (SBM-U) scheme of the Government of India.
  • It was launched in 2016 by the Ministry of Housing and Urban Affairs.
  • It is the world's largest urban sanitation survey.
  • It aims to improve the level of cleanliness in urban areas and encourage citizens to participate in sanitation efforts.
