Why in the news?
Union Commerce and Industry Minister Piyush Goyal has set a target of providing 10,000 Geographical Indication (GI) tags by 2030.
Current status and targets of GI tags:
- Currently 605 GI tags have been granted in India.
- The minister aims to increase this to 10,000.
- A special committee will be formed to monitor the progress of this initiative.
Expansion of GI products and Intellectual Property Rights (IPR):
- The number of authorized GI product users has increased from 365 to 29,000.
- The number of patents granted to Indian innovators has increased from 6,000 to 100,000 in the last decade.
- GI products have been promoted in programmes like 'Mann Ki Baat' under Prime Minister Modi's 'Development as well as Heritage' vision.
GI Tag (Geographical Indication):
- It is a mark applied on products related to a particular geographical area.
- This tag distinguishes the product from others and also prevents it from being imitated.
- That area collectively gets the monopoly of its production.
- Once registered, this tag remains valid for 10 years.
- The administrative system related to Geographical Indications (GI) is controlled by various bodies and laws at international and national level.
- At the international level:
- Geographical Indications (GI) are controlled by the World Trade Organization (WTO) agreement TRIPS.
- Articles 22 to 24 of the TRIPS agreement contain the provisions of GI.
- Geographical Indications are recognized as an element of Intellectual Property Rights (IPR) under Articles 1(2) and 10 of the Paris Convention for the Protection of Industrial Property.
- This agreement was part of the GATT negotiation conference of Uruguay.
- In India:
- Geographical Indications in India are governed under the “Geographical Indications of Goods (Registration and Protection) Act, 1999”.
- This Act functions under the Department for Promotion of Industry and Internal Trade (DPIIT) of the Ministry of Commerce and Industry.
- Under this, the process of giving GI tag to products found in India started.
